Appearance Commission |
Ten Members | Four-year Term of Office
Membership
All members are appointed by the Goldsboro City Council. Appointments are limited
to citizens who reside within the Goldsboro City limits and beyond the City limits
but within the one-mile extraterritorial jurisdiction.
Meetings
The Goldsboro Appearance Commission meets on the third Tuesday of each
month at 4:00 p. m. in the Mayor’s conference Room, on the second floor of City
Hall Addition, at 200 North Center Street.
Establishment and Purpose
The Goldsboro Appearance Commission is charged with the responsibility
of overseeing the general appearance of the City and its one-mile extraterritorial
jurisdiction. Its powers and duties include studying the visual characteristics
and problems of the community, providing leadership and guidance to individuals
and agencies relative to matters of community design and appearance and promoting
general community beautification.

Committee on Community Development |
Ten Members |
Three-year Term of Office
Membership
All ten members are appointed by the Goldsboro City Council. Appointments made
by the Goldsboro City Council are limited to citizens who reside within the
Goldsboro City limits. Where possible, appointments shall be made so as to
assure a majority of members who are low-or-moderate income persons, part of a
minority group, residents of an area included within a proposed redevelopment
area, elderly, handicapped, part of the business community or part of civic
groups concerned about community development.
Meetings
The Advisory Committee convenes quarterly on the third Tuesday at 7:00 p. m. in
a location determined appropriate within the City Hall or City Hall Addition and
posted accordingly.
Establishment and Purpose
The Goldsboro Advisory Committee on Community Development shall ensure
that local attitudes and goals are reflected in the Community Development
Program. It meets with the staff to assimilate information and express views on
specific issues and recommendations and advise and assist the Community
Development Administrator on all projects.

Commission of Community Affairs |
Ten Members | Two-year Term of Office
Membership
All members are appointed by the Goldsboro City Council. Membership on the Goldsboro
Commission of Community Affairs is restricted to citizens and residents of the City
of Goldsboro and its one-mile extraterritorial jurisdiction.
Meetings
The Goldsboro Commission of Community Affairs meets on the second Tuesday of
each month at 7:00 p.m. in the Community Affairs Conference Room, in City Hall,
located at 214 North Center Street.
Establishment and Purpose
In July 1975, the Goldsboro Commission of Community Affairs was established by
means of a merger involving the Goldsboro Human Relations Commission and the
Goldsboro Citizens Advisory Commission. The creation of this new body became
desirable in order to respond more constructively to the intent and purpose of
the Community Development Program. The mission of the Commission of Community
Affairs is to establish and maintain a voluntary union and to promote mutual
trust between the City of Goldsboro and its citizens. The Commission works to
create a forum which permits open discussion and free expression of public
opinion relating to existing and proposed City plans. The Goldsboro Commission
of Community Affairs assists in matters of public relations, civil rights,
investigating discrimination complaints, advisory duties on matters involving
social planning and assistance in community services, housing and expanding
economic opportunities for persons of low-and-moderate income. The Commission
also assists in providing aid relative to the elimination and prevention of
blighted influences, rehabilitation to eliminate detrimental conditions to the
health, safety and general welfare of the public, and the restoration and
preservation of properties of special value.

Historic District Commission |
Seven Members and Two Alternates | Four-year Term of Office
Membership
All seven members are appointed by the Goldsboro City Council. All members of the
Historic District Commission shall be residents of the City of Goldsboro or its
one-mile extraterritorial jurisdiction. Members shall be qualified by special interest,
knowledge or training in such fields as history or architecture.
Meetings
The Historic District Commission convenes the first Tuesday of each month at 5:00
p. m. in the Large Conference Room, located on the second floor of City Hall Addition,
at 200 North Center Street.
Establishment and Purpose
The Goldsboro Historic District Commission was created by the City
Council (then Board of Aldermen) on May 18, 1981. The function of the Commission
is to recommend to the City Council districts or areas to be designated by
ordinances as historic districts, conduct education programs on historic
district, conduct meetings or hearings to rule upon the appropriateness of the
construction, alteration, moving or demolition of any structure or appurtenance
feature within the Historic District.

Housing Authority |
(Semi-Autonomous)
Seven Members | Five-year Term of Office
Membership
All appointments are made by the Mayor of the City of Goldsboro.
Membership on the Goldsboro Housing Authority is open to any resident of the
City of Goldsboro or Wayne County.
Meetings
The Goldsboro Housing Authority meets the third Thursday of each month
at 12:00 Noon in the Conference Room which is located at 700 North Jefferson
Avenue (at the corner of Jefferson and Holly).
Establishment and Purpose
The Goldsboro Housing Authority is a public body and a body corporate
and politic established in 1950 by the then Board of Aldermen. This agency
operates under the provision of State and Federal Housing Laws. The purpose of
the Housing Authority is to provide safe, decent, sanitary and convenient
housing for persons who cannot afford regular market rental prices.

Local Firemen's Relief Fund Board of Trustees |
Five Members | Two-year Term of Office
Membership
Two members are elected by the rank and file of the Goldsboro Fire Department,
two are appointed by the Goldsboro City Council, and the remaining member is
named by the Commissioner of Insurance for the State of North Carolina.
Membership upon the Local Firemen’s Relief Board of Trustees as it relates to
appointments made by the Goldsboro City Council is limited to citizens and
residents of Wayne County.
Meetings
Two members are elected by the rank and file of the Goldsboro Fire
Department, two are appointed by the Goldsboro City Council, and the remaining
member is named by the Commissioner of Insurance for the State of North
Carolina. Membership upon the Local Firemen’s Relief Board of Trustees as it
relates to appointments made by the Goldsboro City Council is limited to
citizens and residents of Wayne County.
The Board of Trustees of the Local Firemen’s Relief Fund Board of Trustees
convenes at least on a semi-annual basis or as the need arises. All meetings are
called by the Secretary of the Board and are held in the Fire-Police complex
located at 204 South Center Street. The date and time of meetings vary according
to the nature and urgency of the problem to be considered.
Establishment and Purpose
The Local Firemen’s Relief Fund Board of Trustees was established to
provide compensation and financial assistance to firemen having accidents or
sustaining injuries while serving in the line of duty. The Fund also aids and
provides support to families whose head of household may have perished while
performing firefighting duties. The Local Firemen’s Relief Fund operates and is
administered under North Carolina State Law and is financed solely by a
percentage of insurance premiums collected within the local municipality.

Mayor's Committee for Person's with Disabilities |
Thirty Members | Four-year Term of Office
Membership
Members of the committee shall be recommended by local government,
private/community organizations, by other committee members, or by personal
request. It shall be composed of up to 30 members who shall be appointed by the
City Council to serve for a term of four years, or until their successors are
appointed and qualified. Any vacancy shall be filled by the City Council for all
unexpired terms.
Meetings
The Mayor’s Committee for Person’s with Disabilities convenes on the
third Thursday at 11:30, in the Large Conference Room on the second floor of the
City Hall Addition, 200 North Center Street.
Establishment and Purpose
The Mayor’s Committee for Person’s with Disabilities is responsible for
planning, conducting, and publicizing activities designed to promote employment
and well being of people with disabilities. To cooperate with community agencies
and organizations in securing employment acceptance of people with disabilities;
to stimulate community interest in furthering employment of people with
disabilities by securing active cooperation and support from employers,
employees, community groups, and the general public. Conducting specific
activities of the Governor’s Advocacy Council for Persons with Disabilities, the
President’s Committee on Employment of People with Disabilities and promoting
special events such as the Annual National Employ the Handicapped Week and
Disability Awareness Week. Promoting the establishment and improvement of
rehabilitation and recreational facilities and programs; identifying barriers
that hinder the mobility of the disabled; to support and promote appropriate
legislation advocating issues of interest for people with disabilities; and to
advise the City Council about the goals, recommendations, and activities of the
committee.

Municipal Golf Course Committee |
Seven Members |
Three-year Term of Office
Membership
Members of the committee shall be appointed by City Council to serve a term of
three years or until their successors are appointed and qualified. Any vacancy
shall be filled by the City Council or all unexpired terms. To be eligible for
membership, an individual must be a citizen of Goldsboro, within the one-mile
jurisdiction of the City or outside the City and the one-mile but within Wayne
County.
Meetings
The Committee shall hold quarterly meetings on a date determined to be agreeable
by the board. Meetings are held at 4:30 p.m. in the clubhouse of the Golf Course
located at 407 Eden Place.
Establishment and Purpose
The principle objective of the committee would be to improve and
enhance the quality of customer service and overall appearance of the golf
course as well as to review club house operations and maintenance and upkeep of
the golf course.

Planning Commission / Board of Adjustment |
Seven Members | Five-Year Term of Officeity Council and two members are
appointed by the Wayne County Board of Commissioners. Appointments made by the
Goldsboro City Council are limited to citizens who reside within the Goldsboro
City limits. Appointees selected by the Wayne County Board of Commissioners must
reside beyond the City limits but within the one-mile extraterritorial
jurisdiction.
Meetings
The Goldsboro Planning Commission convenes the third Monday of each month at
7:00 p. m., in joint session with the Goldsboro City Council in the Council
Chambers on the second floor of City Hall located at 214 North Center Street.
The Planning Commission / Board of Adjustment also meets the last Monday of each
month at 7:00 p. m. in the Council Chambers on the second floor of City Hall
located at 214 North Center Street.
Establishment and Purpose
The Goldsboro Planning Commission was created by the City Council (then
Board of Aldermen) in October, 1925. Generally, the function of the Planning
Commission is to study the resources, possibilities and needs of the City,
prepare plans and maps for systematic future development to improve the quality
of life and propose changes to plans within the City where necessary and
advisable. This includes staff proposals for area and City-wide development
patterns, petitions for changes in zoning, street closings, subdivisions,
Special Use Permits, and similar items as required within the Goldsboro Zoning
Code. The Planning Commission may also develop land use policy and make
recommendations designed to make the City of Goldsboro a better place in which
to live and work.
In 2010, the City Council provided for the Planning Commission to also serve as
the Board of Adjustment. The Goldsboro Board of Adjustment, a quasi-judicial
body, is vested with the authority to hear and decide appeals concerning any
order, requirement, decision or determination made by the Building Inspector. In
certain cases, the Board of Adjustment may also grant permits and appropriate
conditions and safeguards for Special Uses as authorized by the City Zoning
Code.

Recreation and Parks Advisory Commission |
Eleven Members | Three-year Term of Officety Council. Membership on the
Goldsboro Recreation and Parks Advisory Commission is limited to residents who
reside within the City limits of Goldsboro.
Meetings
The Recreation and Parks Advisory Commission convenes on the second Tuesday of
each month at 5:15 p.m. in the Conference Room of the Herman Park Center, 901
East Ash Street.
Establishment and Purpose
The Goldsboro Recreation and Parks Commission was created as an
independent agency in 1954. In 1973, this organization was restricted to an
advisory body and the recreation and parks functions became a full operating
department of the City of Goldsboro. As such, the Commission was placed under
the direct control of the City Council and the general supervision of the City
Manager. The Goldsboro Recreation and Parks Advisory Commission may recommend or
propose any matter relating to recreation policies, programs, operational
procedures, park development, facility planning, park maintenance, budget
preparation, additional personnel, acquisition and disposition of lands and
properties related to recreational programs. The Commission may also address any
other topic which the Recreation and Parks Director may request for review and
consideration.

Goldsboro Tourism Council |
Six Members and Three Ex-Officio Members | Three-year Term of Office
Membership
All members of the Goldsboro Tourism Council shall be appointed by the
Goldsboro City Council. Three of these members shall represent the hotel/motel
owners or operators, and three members shall be citizens at large who reside
within the City of Goldsboro. The Mayor of the City of Goldsboro, the President
of the Wayne County Chamber of Commerce, and the City Manager of the City of
Goldsboro shall serve as Ex-Officio members.
Meetings
The Goldsboro Tourism Council meets the fourth Wednesday of each month in the
Board Room of the Wayne County Chamber of Commerce which is located at 308 North
William Street.
Establishment and Purpose
The Goldsboro Tourism Council was established and created by the
Goldsboro City Council on December 15, 1997 in order to promote the visitor
industry of Goldsboro and Wayne County. The Goldsboro Tourism Council (GTC)
works with area hotels, motels, attractions and other visitor related
organizations to create and implement programs to increase business travel,
leisure travel, military-related travel and visiting friends and relatives (VFR)
travel in Goldsboro, thus increasing the economic impact of visitors to the
area.
